Confused by Claim 1

Claim1 includes the following express: a first partition having a first file system comprising (i) a plurality of first clusters each configured to store data having accesses faster than a first worst case data transfer rate and (ii) a first dedicated space not used by said plurality of first clusters... The said "dedicated space" is within the "first file system", and the "first file system comprises plurality of first clusters", but why the "first clusters not use the first dedicated space"?

Abstract:	An apparatus comprising a first partition and a second partition.
